			<content:encoded><![CDATA[<p style="text-align: justify;">In recent years property markets all over the world have been hit disastrously by the global recession. Nowhere is this more obvious than in North America where the property bubble has burst with great ferocity leaving thousands of homeowners at risk of foreclosure. This has been referred to by some as the ‘subprime mortgage crisis’ and one of the key reasons attributed to this crisis has been the behavior of lenders across the US which can really be described as at best predatory and at worst downright mortgage fraud.</p>
<p style="text-align: justify;">Traditionally mortgages were only available to borrowers who were classed as ‘prime’ borrowers. These borrowers had a strong credit history and were able to provide assets as security for mortgages. However as more and more financial providers emerged the traditional criteria for lending changed and suddenly a new breed of mortgage was becoming more prevalent – that of the ‘sub-prime’ mortgage. Borrowers who were previously unable to access a mortgage because they were seen as too high-risk were now being offered. These borrowers were traditionally excluded from the mortgage market for a very good reason – they were simply not suitable for accessing a form of credit they would struggle to ever repay.</p>
<p style="text-align: justify;">What is perhaps so astounding by it all is that these new borrowers, who were already unable to manage debt, were given mortgages under the most horrendous terms and conditions.</p>
<p style="text-align: justify;">A key element in the mortgage crisis was the ‘adjustable-rate mortgage’. For novice mortgagees they were often tempted by these mortgages which had ridiculously low interest rates at the outset – teaser interest rates as low as 4%. Not only were the rates extremely low but often they did not require hefty deposits to take out a mortgage. Add this to the fact that house prices seemed to be continually rising and everyone wanted a piece of the property pie.</p>
<p style="text-align: justify;">At the start these new <a href="http://securemortgages.co.za/">home loan</a> holders were able to make repayments as they were extremely manageable, almost too manageable when you consider how big a commitment a mortgage should be. A large number of poorer borrowers actually switched to this new breed of adjustable rate mortgage which seemed too good to be true.</p>
<p style="text-align: justify;">However after one or two years the adjustable rate changed and suddenly mortgagees found themselves with almost double the interest rates that they had started out with. The result was catastrophic. Mortgagees simply could not meet the hefty new repayment amounts and thousands began to default. This occurred at the same time as a collapse in the house prices.</p>
<p style="text-align: justify;">The subprime mortgage crisis essentially represented mortgage fraud. Whilst people have a responsibility to thoroughly research any contract they sign there was a definite malicious intention amongst lenders to capitalize on the eagerness of this new brand of borrower. With everyone getting so carried away with making money from property and property ownership these lenders sold a product which was doomed to fail. Borrowers would simply not be able to keep up with the repayments once the higher interest rates kicked in. Even at a financial institution level the fraud was being perpetrated with lenders often bundling up this new breed of mortgage with more traditional mortgages to give the illusion that borrowers were bound to repay.</p>
<p style="text-align: justify;">Lessons have indeed been learned from the subprime mortgage crisis however for those who have seen the forced foreclosure of their homes it has indeed been a very difficult lesson.</p>

			<content:encoded><![CDATA[<p>The first increase in the construction industry for a year has been confirmed by the Glenigan Index for August – which shows a 6% increase on one year ago. </p>
<p>The underlying value of project starts increased across many key sectors, noticeably in industrial and office work sectors. This increase however is exaggerated due to the low number of starts seen one year ago &#8211; with a poor August in 2010 ending 2010’s construction recovery. Private housing project starts have increased for the first time in 7 months by 1%. Social housing work had an increase for the third month running with the value of underlying projects rising 11%.</p>
<p>Growth in the private sector counteracted the cuts in government funding, with a 7% growth in the Non-Residential Index for August compared to one year ago. Both office and industrial construction grew noticeably over the past three months, but this was exaggerated due to the low number of project starts one year ago.</p>
<p>The government cut backs introduced in April 2010 have had a big impact on the value of construction project starts. The Comprehensive Spending Review (CSR) that set out capital funding cuts could further the decline in public sector work in the next two years. Sectors which have sustained growth are industrial and office building. However, the longevity of any sustained recovery relies on economic prospects, and any anticipated growth within the retail sector depends on construction plans for supermarkets.</p>
<p>The first half of 2011 saw a decline in private housing project starts but this has now come to a halt thanks to a moderate sector increase of 1%. Renewed stabilisation is predicted for next year; however the poor growth in household earnings and any stall in house prices will delay the growth in the underlying value of project starts.</p>
